Healthcare Facility Licensing & Regulatory Consulting

Helping operators navigate the path from concept to licensed, operating facility.

Launching a behavioral health or substance use treatment facility is one of the most regulated undertakings in American business. State licensing requirements, clinical protocols, staffing ratios, physical plant standards, and compliance documentation can stall a project for years, or kill it outright.

Kenneth Sass has licensed behavioral health facilities from the ground up as an owner, and he has guided other operators through the same process as a consultant. His work spans multiple states and the full continuum of care, from outpatient programs through 30-bed detox and residential facilities.

This is not theoretical advisory work. Every facility listed below was licensed under his direct involvement.

How Kenneth Works With Operators

Licensing consulting engagements are structured around the specific stage the operator is in, whether that is site selection and feasibility, application preparation, clinical protocol development, or navigating state inspections and provisional-to-full licensure. Kenneth works directly with ownership and does not hand engagements off to junior staff.

Where the Engagement Extends

When the engagement calls for it, Kenneth also identifies and places the experienced staff and service components that determine whether a facility actually opens on schedule and operates to standard. This includes:

  • Medical Director placement

Identifying qualified physicians and psychiatrists to serve as Medical Director of record.

  • Medication prescriber sourcing

Connecting operators with psychiatric nurse practitioners, family nurse practitioners, and primary care physicians for medication management and necessary referrals.

  • Toxicology and blood laboratory partnerships

Establishing relationships with accredited labs for drug screening and clinical testing.

  • Joint Commission accreditation

Preparation and guidance through the national accreditation process, including documentation and survey readiness.
